  15. Forecast: More Warm Weather

  17. <p>    Ever since a debate over whether to accept the credentials
  18. of Israel's U.N. delegation became an annual event in 1982, the
  19. Soviet Union has sided with Arab countries and voted against
  20. seating representatives of the Jewish state. Last week Moscow
  21. abstained on the matter. It was the latest sign of a warming
  22. trend between the two countries, which have had no diplomatic
  23. relations since the Six-Day War in 1967. Better weather seems
  24. to be on the way. Shimon Peres, Israel's Finance Minister and
  25. leader of the Labor Party, has tentatively accepted a Soviet
  26. invitation to visit Moscow. Said a Western diplomat in the
  27. Soviet capital: "I wouldn't be surprised if diplomatic relations
  28. are restored within the next year."
